I just noticed this.

Unreal Engine 4 is now available to everyone for free, and all future updates will be free!

You can download the engine and use it for everything from game development, education, architecture, and visualization to VR, film and animation.

I know this is old, but to this day it's an epic decision Epic Games has made(pun intended).

This enables many others like me who can't afford a game development studio or business to educate ourselves on game development, AND get into the gaming market. The policy is that when a game gets a price tag, Epic Games will then ask you to upgrade your license to enterprise or something like that, and a percentage of sales goes to them.

This is a win-win situation for Epic Games and indie developers out there!
